Chief Minister Dr. Himanta Biswa Sarma officially launched CMAAA 2.0 today, marking a significant milestone in the state’s journey toward youth empowerment and entrepreneurship. This new edition continues to build upon the achievements of its predecessor, offering beneficiaries attractive incentives—₹5 lakh and ₹2 lakh—to foster entrepreneurship and business growth.

The Chief Minister’s Atmanirbhar Assam Abhiyan (CMAAA) 1.0 was a resounding success, with more than 25,000 youths benefitting from its provisions. The initiative provided financial support, skill development, and mentorship to aspiring entrepreneurs. CMAAA 2.0 seeks to take these efforts further by preparing the youth for initiatives like the Pradhan Mantri Mudra Yojana (PMMY), which offers collateral-free loans to non-corporate, non-farm small and micro enterprises.

In view of the upcoming by-elections in five constituencies, the youth from Dholai, Sidli, Bongaigaon, Behali, and Samuguri constituencies, have been temporarily excluded from participating in the application process of the Chief Minister’s Atmanirbhar Assam Abhiyan (CMAAA) 2.0. While they can still register on the portal, they will not be able to proceed with their applications until the Model Code of Conduct (MCC) is lifted. This is a necessary precaution to ensure that the electoral process remains fair and transparent, preventing any undue influence on voters.

Key Features of CMAAA 2.0:

  1. Entrepreneurial Incentives:
    • Beneficiaries will receive ₹5 lakh and ₹2 lakh as financial support to start or scale their businesses.
  2. Broader Reach:
    • CMAAA 2.0 aims to include more youth in the state than the previous edition, focusing on inclusive economic growth.
  3. Registration Open from October 18,2024.
  4. Registration Open Until November 18,2024.

Key Objectives

❖ Provide self employment to all categories of educated youth through suitable mechanism.

❖ Create entrepreneur-oriented ecosystem in the state of Assam.

❖ Generate employment opportunities in rural and urban areas through setting up of new/existing ventures.

❖ Provide financial assistance to enterprising individuals and groups to undertake new/existing economic activities.

❖ Strengthen the State Government’s special focus on rural economy.

Eligibility

❖ The applicant should be permanent resident of Assam and should be above 28 years and below 45 years as on 1st April, 2024.

❖ The applicant should possess the minimum educational qualification as indicated below –

  • Class X pass for General caste
  • Upto Class X for candidates belonging to SC/ST/OBC

❖ The applicant should possess skills, experiences, knowledge to undertake the income generating activities.

❖ The applicant should have a Scheduled commercial bank account, which has been opened before 1st April 2024.

❖ The applicant should not have defaulted any loan taken from any scheduled commercial Bank in the past.

❖ Not more than one member from any household shall be eligible to be a beneficiary under this scheme. For the purpose of the scheme, family mean Husband, Wife, Brother and Sister.

❖ The applicant must have valid registration in the Employment Exchange.

❖ The applicant must not be a beneficiary of CMAAA 1.0

Documents Required

Following documents are required at time of applying for the scheme-

❖ Any of the following Identity/address Proof – Aadhaar /voter Id/Passport/Driving license.

❖ Proof of Educational Qualification.

❖ First page of active Bank account Passbook (Name in the bank passbook should be the same as the ID card submitted).

❖ PAN Card.

❖ Employment Exchange Registration Card.

How to Apply

❖ To apply for “Chief Minister’s Atmanirbhar Asom Abhijan 2.0” new applicants must sign up on CMAAA Portal by providing their name, mobile number and email ID.

❖ Applicants already signed up in CMAAA 1.0 and who is not a beneficiary of CMAAA 1.0 need not to sign up again and can log in using their old credentials.

❖ Once logged in, applicant need to fill up all the necessary fields including permanent address, business details etc. in the registration form under the CMAAA 2.0 tab.

❖ Applicant need to make an online payment of Rs.200 for General Category (Rs.100 for SC/ST/OBC Category) at the time of submission of registration form.

❖ After successful submission an acknowledgement slip will be generated along with a reference number. An SMS and Email is being sent to the applicant.

  1. Much required for me currently for my business. But application fees is not what I was looking for.
